Status: Full-time, exempt
Salary: $70,000-$80,000 with benefits
Location: Raleigh, NC (Hybrid: 2 days in-office/3 remote). Requires frequent travel across the Triangle and other parts of the state.

Position Summary

The Voter Engagement Manager plays a pivotal role in building, executing, and improving NCAAT/NCAATIA's statewide field program. This position manages all aspects of canvassing infrastructure, voter engagement data tracking, training, and canvasser supervision.

As a Manager-level leader, this role owns significant portions of the annual field plan, supervises contract field staff, supports cross-department coordination, and ensures voter engagement programs meet ambitious goals.

The Voter Engagement Manager reports to the Voter Engagement Director.

Key Responsibilities

Strategy, Planning & Field Leadership

  • Serve as a thought partner to the Voter Engagement Director on the annual statewide field plan.
  • Contribute to the development of the 2026 Voter Engagement Plan, bringing data, field feedback, and insight into strategy discussions.
  • Monitor AAPI-related political and cultural issues to inform voter engagement strategies.
  • Stay connected with national field trends to refine NCAAT’s tactics.

Manage the Statewide Canvassing Program

  • Oversee recruiting, hiring, onboarding, training, and direct supervision of canvassers and phone bankers.
  • Lead and support part-time Canvass Leads across 10 key counties, conducting weekly check-ins and providing coaching, mentorship, and accountability.
  • Track and report metrics using MiniVAN, EveryAction, and organizational tools.
  • Conduct twice-monthly site visits to all locations to observe canvassers, deliver materials, troubleshoot challenges, and model best practices.
  • Develop quality control systems in partnership with the Data Team.
  • Manage all canvassing operations in Wake, Durham, Orange, and Cumberland counties and ensure all field goals are met.
  • Test scripts in the field, gather insights, and adjust approaches as needed.
  • Develop rapid-response backup plans to address underperformance or low door counts

Recruitment & Hiring

  • Partner with HR to coordinate recruitment processes for canvassers, leads, and field staff.
  • Interview candidates, evaluate qualifications, and document hiring decisions.
  • Design and manage streamlined onboarding that reflects NCAAT’s culture and expectations.
     

Training & Development

  • Create and facilitate robust voter registration and field training for canvassers, staff, interns, and community partners.
  • Maintain and update training manuals and onboarding plans.
  • Lead retraining sessions where performance gaps appear.
  • Partner with the Voter Engagement Coordinator to implement deep canvassing and values-based conversation training.
     

Field Operations Management

  • Establish clear expectations, accountability systems, and feedback loops for canvassers and leads.
  • Manage weekly meetings with field teams to review goals and challenges.
  • Coordinate with Operations and HR to ensure accurate payroll processing.
  • Use VAN to cut turf, assign walk routes, and optimize efficiency.
  • Partner with canvass leads to create and maintain weekly staffing schedules.
     

GOTV Program Support

  • Support development of scripts, digital tools, and field materials for GOTV programming.
  • Participate in statewide outreach to mobilize AAPI communities and strengthen voter turnout.

Qualifications

  • Experience managing canvassing programs, field teams, or voter engagement initiatives.
  • Strong project management and staff leadership experience.
  • Proficiency with MiniVAN, EveryAction, or similar platforms preferred.
  • Understanding of AAPI communities in North Carolina or willingness to learn quickly.
  • Ability to work nontraditional hours during election cycles.
